The government should recognize that once life has been created, we shouldn’t destroy it. The law should recognize that (a) every fetus, beginning at conception, is at least capable of becoming a person and (b) a fetus is recognizably human before it is born. Given those things, our regulations should err on the side of caution and ban abortion, except in extenuating circumstances (where we are forced to choose the lesser of two evils).
